The United States Department of Agriculture (USDA) has announced a Request
for Proposals (RFP) from livestock nonprofit organizations that would like
to enter into National Animal Identification System (NAIS) cooperative
agreements. The purpose of these cooperative agreements is to advance to
development and implementation of the NAIS by supporting the efforts of
organizations to promote the NAIS and in particular to increase premises
registration participation. The NAIS is a voluntary program intended to identify premises and livestock, and to record certain livestock movements for the purpose of disease management and control. The program’s ultimate goal is to protect the health of U.S. livestock, as well as our ability to move and market our animals. Premises registration is the first step and is the program’s foundation, opening lines of communication between the industry and animal health officials which assists in preventing the further spread of disease. There will be up to $6 million available for these cooperative agreements. The organizations that receive these funds can use for premises registration outreach and promotional efforts, and will not be responsible for the actual registration of premises. To enter into a cooperative agreement an equine organization must qualify as: a nonprofit, nationally-based organization representing the livestock or poultry industry; or a nonprofit tribal organization or association that did not receive funding from the NAIS for fiscal year (FY) 2007 through a cooperative agreement. Applications will be accepted no later than May 1, 2007.
